El Capitan provides 48 units of supportive housing targeting individuals who are homeless, chronically homeless, at-risk of homeless, or veterans, and who are also living with a behavioral health challenge. The project is funded through the Project Homekey program, a state initiative that targets vulnerable individuals in need of housing.

UPholdings and RH Community Builders have partnered to be the development team lead for the Homekey project.  The partnership brings the requisite experience in the development, ownership, and management of permanent supportive housing to competitively pursue Project Homekey funding. The project is supported through robust partnerships with the California Department of Housing & Community Development, City of Modesto, Stanislaus County Behavioral Health and Recovery Services (BHRS), Stanislaus County Homeless Housing and Assistance & Prevention Program, and Stanislaus County Veterans Affairs (VASH). BHRS and Catholic Charities will provide supportive services. BHRS and VASH will provide housing vouchers. Resident referrals are made through Stanislaus County Community System of Care as the local Continuum of Care.
